On November 10, 2025, SAKIGAKE JAPAN participated as an exhibiting company at the Japan–ASEAN Smart City Network High-Level Meeting, held in Takamatsu City, Kagawa Prefecture. Organized annually since 2019, the conference celebrated its seventh edition this year. Hosted by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), the event brought together government officials and city representatives from ASEAN member states—including Thailand, Cambodia, Indonesia, and the Philippines—along with Japanese local governments and private-sector players to deepen international collaboration in smart cities and disaster resilience.
For SAKIGAKE JAPAN, this meeting served as a valuable opportunity to reaffirm our mission of “bringing Japan’s disaster-prevention technologies to the world.”

1. What is the Japan–ASEAN Smart City Network?
A Japan–ASEAN international cooperation initiative
The ASEAN Smart City Network (ASCN) is a collaborative framework involving 26 cities across 10 ASEAN countries. Its purpose is to address urban challenges throughout the region through cooperation in urban infrastructure, disaster management, environment, mobility, and energy.
The importance of Smart Cities × Disaster Resilience × International Collaboration
As climate-change-related disasters intensify, enhancing urban resilience has become one of ASEAN’s top priorities. This year’s meeting covered a wide range of topics, including disaster management, sustainable energy, and AI-driven urban operations.
2. Hosted in Takamatsu City, Kagawa Prefecture — An International Meeting Led by MLIT
Participation from ASEAN governments and cities
Delegates from numerous ASEAN countries—such as Thailand, Cambodia, Indonesia, and the Philippines—visited Japan to exchange insights on urban challenges, national priorities, and potential collaboration with Japanese partners.
A vital platform for strengthening cooperation with Japanese local governments and businesses
Participants from Japan, including local municipalities and private companies, presented advanced technologies and solutions aimed at enhancing urban sustainability and disaster resilience. For SAKIGAKE JAPAN, the meeting provided a valuable opportunity to engage directly with practitioners who manage real-world urban challenges.
3. Overview of the SAKIGAKE JAPAN Booth
At our booth, SAKIGAKE JAPAN showcased our suite of phase-free disaster-resilience solutions — technologies designed to be useful both in normal times and during emergencies.
Cold Storage Box (Off-grid Refrigeration Unit)
A mobile cold storage system capable of operating in environments with limited or unstable power supply. It supports food logistics, event operations, and disaster-time preservation of medical supplies.
Aster Power Coating (Seismic-Resilient Coating Technology)
A specialized coating designed to reinforce structural resilience. It reduces load on existing buildings and helps mitigate collapse risks—an innovative approach highly regarded by visiting delegates.
Water Vision (AI-based Flood Prediction System)
Particularly relevant for flood-prone ASEAN cities, this AI-driven system offers real-time analysis and early-warning support, drawing strong interest from participants.
The value of phase-free solutions
All of these offerings are based on the principle of “phase-free design”—technologies equally valuable in emergencies and during everyday life.
Many visitors noted that this concept “perfectly aligns with the needs of ASEAN cities.”
4. Interest and Feedback from ASEAN Delegates
Key questions and areas of interest
Representatives from various countries visited our booth with enthusiastic inquiries regarding:
- Operating conditions for off-grid cold storage
- Accuracy of AI flood prediction models
- Application methods for seismic-resilient coating
New possibilities for international cooperation
Particularly strong interest came from countries facing:
- Frequent blackouts
- Recurring flood damage
- Rapid urbanization and infrastructure strain
Hearing these diverse challenges first-hand allowed us to identify clear pathways for future collaboration.
High compatibility with ASEAN’s climate and urban challenges
ASEAN’s unique risk profile—flooding, heat, and unstable electricity—highlighted the relevance of our solutions and the importance of contextualized disaster technologies.
5. Future Outlook — “Building Disaster-Resilient Societies Worldwide”
Accelerating the deployment of Japanese disaster-resilience technologies across ASEAN
This international meeting reaffirmed the strong fit between our solutions and the needs of ASEAN cities.
Opportunities within smart city frameworks
AI flood prediction, distributed energy, and mobile infrastructure are core components of smart cities. The potential for integration is immense.
Japan’s role in global resilience
As climate risks escalate globally, expanding Japan’s disaster-management expertise beyond its borders is both essential and timely. SAKIGAKE JAPAN remains committed to contributing to resilience initiatives worldwide.
