What is “Bosai Kokutai”?
The National Conference on Disaster Risk Reduction (Bosai Kokutai) is Japan’s largest disaster preparedness event, organized by the Cabinet Office since 2016. This year marks the 10th anniversary of the event, which will be held in Niigata City at the Toki Messe Convention Center on September 6 (Sat) and 7 (Sun), 2025.
The event attracts more than 10,000 visitors annually and features sessions, workshops, and exhibition booths in a variety of formats.

Niigata, the host city for this year’s Bosai Kokutai, has a long history of overcoming disasters. The Chuetsu Earthquake in 2004 and the Chuetsu Offshore Earthquake in 2007 left many residents displaced and struggling with prolonged evacuations and lifeline disruptions. Yet, through recovery and reconstruction, the region has fostered a culture of disaster awareness and mutual support.

At SAKIGAKE JAPAN, we propose disaster preparedness solutions that function seamlessly in daily life while remaining reliable during emergencies—phase-free and decentralized.
Our exhibit will feature:
- MOBILE COLD STORAGE BOX: Keeps medicine and food safely preserved even during power outages.
- Aster Power Coating: Special earthquake-resistant coating that provides seismic reinforcement.
- Heli-Portable: A transportable emergency landing pad that can be quickly deployed anywhere.
- High-luminance phosphorescent signage “Korin”: Provides long-lasting illumination to ensure safety during disasters.
We will also highlight collaborative projects with municipalities, companies, and educational institutions, showcasing how to move from “usable preparedness” to “sustainable preparedness.” Presentation materials and demonstration videos will be available at our booth.
Background and Concept of Our Exhibit
Why do we emphasize Decentralized × Phase-Free Disaster Preparedness?
Through direct involvement in disaster response, we have repeatedly witnessed the reality that “prolonged power outages paralyze medical care and daily life” and “when roads are cut off, aid cannot reach those in need.”
In response to these challenges, we have partnered with product developers to deliver technologies such as power-independent cold storage units and portable heliports that can be installed by anyone within minutes.
But our role goes beyond simply introducing products. Together with municipalities, companies, and end users, we explore questions such as “In what situations does this truly make a difference?” and “How can everyday use be linked to disaster readiness?” Through this process, we have come to understand that disaster preparedness is not something extraordinary—it becomes powerful only when it blends naturally into daily life and business continuity.
Our exhibit at Bosai Kokutai 2025 is grounded in these field experiences. Rather than merely showcasing equipment, we aim to demonstrate real-world use cases where technologies function in daily contexts yet remain reliable in times of crisis. By doing so, we hope to engage with visitors in shaping a model of “sustainable disaster preparedness.”
