SAKIGAKE JAPAN Obtains Certification for Business Continuity Enhancement Plan (Jigyo Keikaku)

Introduction

We are pleased to announce that SAKIGAKE JAPAN Corp. has received official certification for its Business Continuity Enhancement Plan (commonly known as “Jigyo Keikaku”) from the Director-General of the Kanto Bureau of Economy, Trade and Industry, effective March 11, 2026.

In recent years, risks surrounding businesses have become increasingly diverse and severe, including earthquakes occurring across Japan, record-breaking heavy rainfall, and cyberattacks. As a company engaged in disaster prevention and GX (Green Transformation) solutions, we believe it is essential to ensure the safety of our employees and maintain our responsibility to continue delivering value to our customers.

This certification represents the formalization of that commitment—our structured approach to preparedness and resilience.

What is the Business Continuity Enhancement Plan (Jigyo Keikaku)?

The Business Continuity Enhancement Plan, officially known as Jigyo Keizoku Ryoku Kyoka Keikaku, is a government certification system in which small and medium-sized enterprises (SMEs) identify their disaster risks and establish concrete measures for disaster prevention and mitigation. These plans are certified by the national government (Minister of Economy, Trade and Industry).

The system was established under the Act for Strengthening the Resilience of Small and Medium Enterprises (enacted in 2019), with the aim of protecting the “earning power” of SMEs, which form the foundation of Japan’s economy.

This plan is not merely a list of emergency contacts. It is a structured framework that addresses a wide range of risks—including natural disasters such as earthquakes, typhoons, and floods, as well as cyberattacks and infectious diseases—and organizes the processes from pre-disaster preparedness to initial response and early recovery.

The initiative is being promoted nationwide through platforms such as the “BCP First Step” portal operated by the Organization for Small & Medium Enterprises and Regional Innovation, Japan (SMRJ).


SAKIGAKE JAPAN’s “Survival Strategy”: Key Measures

In obtaining this certification, we redefined our traditional Business Continuity Plan (BCP). Rather than a simple recovery manual, we have positioned it as a “survival strategy” to continue delivering value even during disasters, enhancing both risk design and implementation measures.


1. Risk Design Based on Compound Disasters

In our plan, we identified as the highest-priority risk a seismic event of intensity 6-lower or higher, which is projected to have a 10.8% probability of occurrence within the next 30 years in Fukuoka City, where our key operations are located.

In addition, we have positioned cyber threats, including ransomware attacks, as an equally critical risk, recognizing their growing impact on modern business continuity.


2. Rapid Recovery Through Phased Restoration (RTO)

To minimize business downtime during emergencies, we have established Recovery Time Objectives (RTO) for each operational function:

  • Safety confirmation & communication: within 24 hours
  • Information systems (customer data, accounting): within 24 hours (maintained via cloud systems)
  • Sales operations: within 3 days
  • Product/service delivery: within 7 days
  • Full operational recovery: within approximately 1.5 months

Rather than insisting on “never stopping,” our strategy emphasizes “rapid recovery even if operations are temporarily disrupted.” This resilience-based design forms a core part of our competitive strength.


3. Decentralized Infrastructure: Eliminating Dependence on Physical Locations

We have adopted an asset-light business model that does not rely on specific physical locations:

  • Laptop-based work environment: enabling immediate resumption of operations anywhere
  • Cloud-first systems: ensuring data redundancy and real-time accessibility
  • Distributed work structure: maintaining functionality through fully online processes even if a physical site is affected

Our goal is clear: even if we lose a location, we do not lose our ability to work. We continue to build systems capable of maintaining essential functions even under constraints such as limited power or communication.


4. Execution Capability Centered on “People, Capital, and Information”

To maximize operational resilience, we focus on three key resources:

  • People: A lean organization where team members can cover each other’s roles to prevent operational stagnation
  • Capital: Securing emergency financing arrangements with financial institutions and mitigating risks through cyber insurance
  • Information: Managing customer and financial data in the cloud to ensure the protection of critical business data even if physical sites are impacted

Rather than protecting physical assets, we enhance resilience by distributing and preserving core business functions.


Certification is Not the Goal, but the Starting Point

Since our founding, we have been engaged in disaster prevention consulting and BCP development support. As a company that advises others on resilience, we believe it is essential to ensure our own preparedness.

This conviction was the driving force behind obtaining this certification.

During the implementation period of this plan (2026–2028), we will designate September each year as a “Training and Review Month”, conducting company-wide drills and continuously updating the plan. We believe that this continuously evolving, practical knowledge will become the greatest value we can offer to our clients.
