Saudi Arabia Visit Report: Advancing Japan-Led GX & Resilience Technologies through Tokyo’s Global South GX Project

From October 27 to 31, 2025, SAKIGAKE JAPAN CEO Munetoshi Kondo visited Riyadh, Saudi Arabia, as part of the Tokyo Metropolitan Government’s “Global South GX Acceleration Project.” This official mission brought together 20 Tokyo-based companies advancing next-generation GX (Green Transformation) solutions. For Kondo, this marked his third visit to Saudi Arabia, with a focus on exploring collaboration opportunities with key government bodies and industrial sectors at the intersection of GX and resilience innovation.

The program was organized jointly by the Tokyo Metropolitan Government’s Bureau of Industrial and Labor Affairsand SusHi Tech Global (Tokyo’s global startup strategy office). The itinerary included top-level sales activities by Tokyo officials, multilateral receptions, meetings with the Federation of Saudi Chambers (FSC) and the Ministry of Investment of Saudi Arabia (MISA), as well as sector-specific site visits and networking sessions.


Strong Interest in GX from Saudi Government & Industry Leaders

Upon arrival, the rapid urban development and energy of Riyadh immediately underscored the strong expectations placed on Japanese innovation.
The mission began with a visit to the Federation of Saudi Chambers (FSC), where Tokyo delegates engaged in discussions on Saudi Arabia’s national GX policies and industrial transformation goals.

At the Ministry of Investment of Saudi Arabia (MISA), officials briefed the delegation on investment incentives, priority sectors, and the nation’s broader industrial strategies.
During the networking session with MISA representatives, SAKIGAKE JAPAN received numerous inquiries about its off-grid mobile cold storage system, particularly regarding its applications in disaster resilience, medical infrastructure, and decentralized logistics.

The delegation also welcomed Tokyo Governor Yuriko Koike and senior Tokyo officials on-site, culminating in a major reception attended by Saudi government leaders, investors, and top-tier corporate executives. The event highlighted the growing interest in Japanese technologies and reinforced the momentum for Japan–Saudi collaboration.


Japan’s GX Technologies × Saudi Vision 2030

A particularly noteworthy outcome of this visit to Saudi Arabia was confirming that our GX technology possesses a high degree of compatibility with the nation’s strategic plan, “Vision 2030“. In particular, our “off-grid refrigeration infrastructure” drew significant interest from local authorities and private companies as an autonomous refrigeration solution capable of maintaining pharmaceutical and food quality even in harsh environments, such as areas with inadequate power infrastructure or during disasters.

This technological capability directly addresses strategic challenges unique to Saudi Arabia, including:
・Establishing stable cold storage environments in remote and developing areas with unstable power supplies
・Addressing the advancement of medical and food supply chains as national projects
・Meeting the need for highly efficient, low-energy cold storage in harsh desert environments

During local interviews, the following specific application expectations emerged:
・“A foundation for a medical cold chain covering the vast national territory”
・“Rapid deployment to strategic logistics hubs away from urban centers”
・“Off-grid, instantly deployable refrigeration infrastructure for surging tourism demand and mega-events”
Many voices expressed such expectations.

Official Tokyo Metropolitan Government documents also explicitly cite SAKIGAKE JAPAN as a company advocating an “autonomous, decentralized logistics model utilizing off-grid refrigeration infrastructure.” This inspection clearly demonstrated that our envisioned “sustainable logistics model” is fully aligned with the country’s growth strategy.as a company presenting an “off-grid cold storage–powered decentralized logistics model,” confirming its relevance to Saudi policy priorities.


From Product Sales to Long-Term Strategic Partnerships

The project is not limited to product showcase or simple business matching.
As outlined by the Tokyo Metropolitan Government, collaboration with Saudi partners requires multi-layered, long-term cooperation, including:

  • Joint development with Saudi companies
  • Localized product versions tailored to regional needs
  • Pilot deployments and field-testing
  • Exploration of local manufacturing or assembly bases

With each visit, mutual trust has strengthened, laying the foundation for a Japan–Saudi partnership aimed at solving Global South challenges through GX and resilience technologies.

This visit to Saudi Arabia was an important milestone in advancing SAKIGAKE JAPAN’s mission at the intersection of GX, disaster resilience, and international deployment.
We will continue to build relationships with Saudi government bodies, investors, and industry partners, while developing decentralized infrastructure systems that deliver Japanese technology to frontline environments worldwide.
