Introduction
SAKIGAKE JAPAN has entered into a strategic partnership with Digital Entertainment Asset Co., Ltd. (hereinafter “DEA”).
One of the challenges we have constantly felt on the front lines of disaster prevention consulting is the reality that “the disaster prevention wisdom that’s truly useful can’t be fully captured by hazard maps or manuals alone.” How do we gather, at scale, the wisdom that exists within the memories of disaster survivors, within local communities, and within companies’ own exceptional experience — and convert it into a form usable around the world? This partnership represents one answer to that question.
Below, we share the details of the partnership.
SAKIGAKE JAPAN Co., Ltd. (Headquarters: Chuo-ku, Tokyo; Representative Director and CEO: Munetoshi Kondo; hereinafter “SAKIGAKE JAPAN”) and Digital Entertainment Asset Co., Ltd. (Headquarters: Minato-ku, Tokyo; Representative Director and Chairman: Naoto Yoshida; Representative Director and President: Kozo Yamada; hereinafter “DEA”) have entered into a strategic partnership to put Japan’s untapped private-sector disaster prevention knowledge and lessons to work in solving global challenges.
This partnership combines the strengths of SAKIGAKE JAPAN, which has the “power to organize data with AI and deliver it to the world,” and DEA, which has the “power to gather” through gamification.
Specifically, through DEA’s citizen-participation game PicTrée‘s “PicTrée Disaster Prevention Championship 2026,”launching in August 2026, and its regional-engagement platform “Local Secret Agent,” disaster experiences and disaster prevention wisdom will be collected at scale from across the country. SAKIGAKE JAPAN will be responsible for supervising and conducting AI analysis on that information, and the two companies will jointly develop IP content businesses, including turning the knowledge into card-based content.
As climate change drives the intensification of natural disasters, the two companies aim to systematize Japan’s uniquely “vanishing disaster prevention memories” through an end-to-end scheme, and implement them in society as a standardized disaster prevention solution that can be applied globally.

Choosing a “game” as the means of gathering knowledge is something we find particularly convincing. When people are asked about disaster prevention wisdom in the form of a “survey,” they struggle to put it into words. But when it’s framed as a “mission,” specific episodes emerge — this matches a sense we have experienced again and again on the front lines of disaster prevention education and awareness-raising.
Background to the Partnership
The acceleration of climate change is intensifying natural disasters on a global scale. Meanwhile, the disaster experiences, evacuation wisdom, and region-specific preparedness accumulated across Japan remain unrecorded, becoming “knowledge that is disappearing.” It exists only in the minds of those who lived through it and within local communities, with almost no systematic archive in place.
The knowledge held by Japan — one of the world’s most disaster-experienced nations — should, if properly organized and standardized, be usable by communities around the world struggling with climate change. To address this challenge, SAKIGAKE JAPAN, which has the “power to organize and deliver to the world,” and DEA, which has the “power to gather” through gamification, will divide roles and build an end-to-end partnership scheme.

If we tried to tackle this challenge alone, we would inevitably run into the wall of “scale of collection.”Hearings with companies and expert interviews yield high-quality information, but the number of cases that can be gathered this way is limited. We see DEA’s nationwide base of participants as the key to overcoming that wall.
The Big Vision: Turning Japan’s Disaster Prevention Knowledge into a Shared Global Asset
The ultimate goal of this partnership is to transform the “vanishing disaster prevention memories” scattered across Japan into a standardized knowledge asset that can be shared with the world. With SAKIGAKE JAPAN serving as the hub, connections will be built with publishers, media outlets, educational institutions, and international organizations, and the “Disaster Prevention Knowledge Card” content will be expanded globally as a multifaceted IP.
Phase 1 (2026):
Large-scale collection and cardification of private-sector disaster prevention knowledge through the PicTrée Disaster Prevention Championship 2026 and Local Secret Agent.
Phase 2 (2027 onward):
IP development, publishing, and digital expansion of the disaster prevention knowledge cards. Commercialization across the education, entertainment, and BtoB markets.
Phase 3 (Long term):
Social implementation of AI-driven standardized solutions around the world. Japan-originated disaster prevention knowledge becoming a global standard.
SAKIGAKE JAPAN’s Perspective
What AI plays here is not simply a role of “organizing,” but of “translating.” For example, a region-specific piece of wisdom — “how to secure an alternative water source after a disaster” — cannot be applied elsewhere as is. But if you extract the underlying structure — “prioritization after lifeline disruption” — it becomes a piece of knowledge applicable even in regions with different climates and cultures. In corporate BCP as well, we envision a future where “a lesson someone in the same position actually experienced”can be used alongside hazard maps.
