On-Site Report – Japan-Vietnam Disaster Prevention Cooperation Dialogue

On May 13, 2025, the 13th Japan-Vietnam Disaster Prevention Cooperation Dialogue was held in Ha Nam Province, Vietnam. Jointly hosted by Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and Vietnam’s Ministry of Agriculture and Environment (formed from a merger of two prior ministries), the event has become increasingly significant each year.
SAKIGAKE JAPAN participated by delivering a technical presentation and showcasing key products addressing Vietnam’s urgent disaster challenges.

Lessons from Typhoon Yagi (2024)

In September 2024, Typhoon Yagi caused severe flooding, infrastructure collapse, and forced the evacuation of tens of thousands in rural Vietnam. Delays in obtaining and disseminating weather data exacerbated the damage—highlighting the need for early warning systems and infrastructure resilience, especially in rural regions.

Our Technical Solutions

We proposed two main innovations:

  1. SaaS-Based Early Warning Systems
    Our platforms “Climate Vision” and “Water Vision” leverage satellite data, sensors, and historical records to visualize risks like floods and landslides in real time. Even rural communities with limited infrastructure can receive actionable alerts on PCs or smartphones.
  2. Decentralized Infrastructure Solutions
    Products such as the solar-powered Cold Storage Box Portable and DIPPS Cloud (soil monitoring system)function even when power and communication lines are cut—ideal for remote or mountainous areas.

Disaster Prevention as Sustainable Development

We emphasized that disaster risk reduction should not be a temporary aid initiative but a sustainable, community-driven system. Our business model promotes:

  • Local operation and ownership
  • Partnerships with local companies and institutions
  • Cost recovery through locally integrated services

Looking Ahead

Vietnam’s first sabo dam (erosion control dam) was recently completed with Japanese support, but further collaboration is needed on information systems, training, and education.
We’re now initiating pilot programs with local universities and government bodies, aiming for wider regional rollout across Southeast Asia.
