The event was organized by the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) and the Department of Public Works and Highways of the Philippines (DPWH) to facilitate technical exchanges on urban flood control and dam development and management.

The seminar also featured a keynote speech by Mr. Shin Ishikawa, Cabinet Secretariat Counselor at MLIT.
