The Japan Bousaisi Association is an NPO composed of volunteers holding disaster management specialist (Bousaisi) certifications. Established after the 1995 Great Hanshin Earthquake and formalized in 2003, the association’s mission is to improve disaster resilience in communities across Japan. Through their activities, certified Bousaisi contribute to safer societies by promoting disaster preparedness and response initiatives. The association is active nationwide, with local branches providing crucial support and education.
What is a Bousaisi?
A Bousaisi is a person certified by the Japan Bousaisi Organization, a private-sector qualification that ensures individuals possess essential knowledge and skills to contribute to disaster reduction and preparedness efforts. Their mission is based on three principles:
Self-help: Taking personal responsibility to protect oneself and one’s family.
Mutual assistance: Working with local communities and colleagues to conduct initial firefighting and evacuation guidance.
Collaboration: Cooperating with local governments, businesses, and NPOs to strengthen disaster preparedness efforts.
Bousaisi are active during disasters, guiding evacuations, conducting rescue operations, and assisting recovery efforts. They also play a vital role in organizing disaster awareness and training events in their communities. With 294,000 certified Bousaisi across Japan, their contributions are invaluable to the nation’s disaster resilience.
About the DMI Training Program
The DMI Training Program, which began in July 2024, focuses on enhancing Bousaisi presentation and communication skills, crucial for leading workshops and giving public talks. The program consists of monthly sessions, and participants who attend at least nine sessions and pass a quiz will be awarded a “Certified Instructor” certificate.
The curriculum covers a wide range of topics, including presentation fundamentals, effective content creation, storytelling, data visualization, and communication techniques. Completing this program is expected to increase opportunities for participants to serve as disaster management trainers nationwide.
As the number of certified Bousaisi nears 300,000, the need for capable leaders to engage communities and drive disaster preparedness efforts has never been greater. With disaster risks rising, the demand for workshops and lectures on disaster resilience is growing, making the development of strong communication skills even more critical.
