What is the International Recovery Forum 2024?
- It is the only international conference on disaster recovery.
- The 2024 Forum focused primarily on recovery from disasters caused by climate change, including cyclones, floods, heat waves, droughts, and heavy rains.
- Sessions were held on barriers to recovery and how to accelerate recovery efforts in island countries.
- A panel discussion was held by a JICA international cooperation specialist and a specially-appointed professor from the International Research Institute of Disaster Science, Tohoku University.
- Policy makers, practitioners, and experts from around the world, including Australia, Brazil, South Africa, and Fiji, gathered.
The event, the first face-to-face meeting after Corona, brought together policy leaders in disaster prevention and recovery from around the world for a lively exchange of ideas and networking. Based on the Sendai Framework for Disaster Reduction 2015-2030, an international guideline for disaster reduction, Japan is leading the framework building and discussion toward “Build Back Better”.
What is the Sendai Framework for Disaster Reduction 2015-2030?
- It has been adopted by countries around the world as a guideline for international disaster reduction efforts through 2030.
- It incorporates new concepts such as investment in disaster reduction in advance and “Build Back Better” in the recovery process.
- Compared to the previous guidelines, it is characterized by its emphasis on the roles of diverse stakeholders, including women, children, and businesses.

In this forum, soft aspects such as finance flows, community strengthening, and data management were particularly emphasized, rather than physical aspects such as bridges and coastal revetments.
